The City of Pasadena (City) has an existing 24-inch water line along Red Bluff which supplies water to the City of Seabrook. A section of this water line is attached to the bridge that crosses Taylor Lake. This section of the line has experienced significant corrosion, and the City has repaired several leaks; however, the leak repairs are not completely watertight. Repair clamps cannot seal against the corroded exterior surface of the pipe, and therefore, the leak repairs have no longevity. The aerial piping is a high risk for catastrophic failure based on the several leak repairs and the visible poor condition of the line. To mitigate the high risk for catastrophic failure, the City has determined that a temporary bypass water line is needed.
Aurora developed a technical memorandum detailing the recommended repair alternatives, temporary bypass line, and estimated construction cost associated with the recommendations. The technical memorandum consisted of project exhibits, existing condition photographs, flow calculations for the temporary bypass line, and detailed construction cost estimates. In addition to the technical memorandum, Aurora provided construction documents, obtained installation approval, assisted with the solicitation of the informal bids, and construction phase services including site visits to evaluate contractor adherence to the proposed design plans.
