Aurora is operated under the leadership of Rafael Ortega, PE, the firm’s founder and principal. With over 43 years of experience, Mr. Ortega is nationally recognized as a leader in pipeline engineering. He has dedicated his career to serving municipalities and agencies on complex capital improvement projects. His expertise includes designing more than 200 miles of large-diameter water transmission mains, including over 50 miles of tunnels, with transmission lines ranging from 24” to 120” in diameter. Since 1985, he has played an role in the City of Houston’s $500 million Surface Water Transmission Program (SWTP), contributing to route analysis, design, and construction solutions. Mr. Ortega’s tunneling expertise earned him the title of “Most Valuable Professional in the Private Sector” by the Gulf Coast Trenchless Association.
